Information Technology Manager

Management Sciences for Health (MSH) is seeking an IT Manager for a USAID BEBAS-TB 5-year activity having the aim of reducing TB incidence and mortality by supporting the Indonesian government to address the critical gaps and challenges of the TB program. This Activity will build on the work of previous USAID activities and current projects to achieve its goal. BEBAS-TB’s support will focus on improving access and utilization to quality and patient centered comprehensive TB services.
Overall Responsibilities
The IT Manager is responsible for the implementation and management of all information technology systems for USAID BEBAS TB Project. They assure the availability of appropriate IT systems and support mechanisms for all the offices in Indonesia; manages the information technology and computer systems; monitors and maintains technology to ensure maximum access to facilitate project work; and ensures technology is equipped with current hardware and software. The IT Manager maintains network administration, ICT services and IT standards; supervises IT staff; and develops and conducts trainings on IT systems for MSH staff.
Specific Responsibilities
- Manage vendor activities and maintain new and existing vendor relationships.
- Identify suitable vendors, negotiate with vendors to secure the best prices for products and services, and ensure that vendors fulfill their contractual obligations.
- Provide technical support for major and/or urgent problems with LAN or any of its components (server crash, virus attack, hard drive failure, etc.).
- Provide on-call assistance to individuals as needed.
- Perform Window Server maintenance and administration, including installing Windows 2008 patches and upgrades (Service Packs).
- Monitoring server logs and perform necessary operations to ensure the proper state of the systems.
- Perform File Server backups (weekly full backup, daily incremental on file server, and monthly backups of file server and users data).
- Monitoring site firewall, managing VPN accounts, if any.
- Monitor File Server (Group Policy, NTFS permissions, EFS).
- LAN Administration: creating and modifying user accounts and privileges/rights (for network and exchange); managing disk space, printer queues, and internet connection; and updating anti-virus software and definition files.
- Perform desktop and laptop computer support, including performing routine preventive. maintenance (disk scan, deleting temp files, defragmentation, etc.); installing software patches and upgrades, troubleshooting hardware or software problems; and ensuring users are backing up their data files on the server.
- Provide basic training of Windows Office products.
- Review monthly activity, articulate and implement Action Plans relating to identified IT needs.
- Assist the office in the physical inventory of all equipment and software (PCs, laptops, printers, etc.).
QUALIFICATIONS
- Master’s degree in Computer Science or other relevant discipline.
- At least four (4) years of management experience
- Seven (7) experience in computer or software use and the ability to work well with various skill levels of users is required
- Comprehensive knowledge of US Government funded programs, regulations and requirements
Knowledge and Skills
- Demonstrated diplomatic and management skills, and the ability to coordinate a diverse team to a common goal
- Solid training and leadership skills
- Extensive knowledge in administering Microsoft Windows XP operating systems, Office 2007, MS Exchange, and Outlook client
- Extensive knowledge of Antivirus system such as Symantec End Point Security or any other antivirus system
- Considerable knowledge of DNS, DHCP, Active Directory and the understanding of the Local Area Network
- Ability of maintain and configure WSUS for the security and patch management
- Considerable knowledge of hardware and software configuration issues
- Previous experience installing, maintaining, and troubleshooting Microsoft Office Suite, and other (MSH Projects) standard software (e.g. Explorer)
- Ability to work under pressure with limited supervision and take initiative
- Excellent organizational and interpersonal skills with a service oriented outlook.

- Demonstrated interpersonal, written, and oral presentation skills
- Excellent cross-cultural communication and active listening skills. Solid understanding of USG regulations and administrative procedures in the implementation of donor assisted projects required
