PROJECT OVERVIEW
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking an outstanding Interoperability Officer in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. In Indonesia, CHISU is working with the Center for Data and Information Technology (Pusdatin) and other health directorates to strengthen the governance enabling environment for HIS, increase interoperability of information systems, improve data analysis and use, and strengthen organizational development of local partners.
SUMMARY
This is anticipated to be a full-time position based in Jakarta, Indonesia.
**RESPONSIBILITIES**:
The Interoperability Officer will be responsible to support the following objective:
- Increased availability and interoperability of quality health data and information systems.
Specific responsibilities will include, but are not limited to the following:
- Assisting the Senior Interoperability Specialist in work plan implementation, delivery output and deliverables related to interoperability.
- With the Senior Interoperability Specialist, provide assistance in implementing CHISU’s interoperability activities at the national and subnational level in line with global best practices, actively coordinating the same with technical specialists at both levels. Under the guidance of the Senior Interoperability Specialist, develop activity terms of reference and budgets, and actively coordinate all interoperability activities to ensure successful implementation.
- Contribute to efforts to enhance the terminology and medical standards based on the FHIR standard.
- Provide inputs to the development, update, and maintenance of interoperability implementation guides that describe the selected FHIR standard/profiles, data content used, as well as other local specific requirements. Assist in the development of a curriculum and training of users and troubleshooting.
- Support the implementation of interoperability assessments and implementation, including inputs to readiness report, action plan and interoperability roadmap for information systems interoperability with SATUSEHAT.
- Support interoperability efforts at the subnational level, including coordination of interoperability assessments and implementation of results, readiness reports, and roadmaps and implementation of the same. In addition, support subnational rollout of SATUSEHAT in priority provinces and districts, providing programmatic assistance to systems interoperability with SATUSEHAT.
- Support activities related to the development of data security and privacy management guidelines for SatuSehat, providing an interoperability perspective and electronic medical records.
- Through the Senior Interoperability Specialist, collaborate closely with the Pusdatin, INA Digital, and other technical units, as well as CHISU supported PHO and DHO.
- As requested, provide inputs to communications materials such as social media posts, blogs, success stories, fact sheets, ect.
- Support the Senior Interoperability Specialist to provide interoperability inputs to weekly, monthly, quarterly, and annual reports.
- Integrate approaches towards gender, data security, monitoring, evaluation & learning (MEL), and change management in all activities.
- Promote gender equity in program implementation.
**QUALIFICATIONS**:
- Bachelor’s degree or higher in one of the following disciplines: computer science, health and or informatics, software engineering, or a related technical discipline or the equivalent combination of education, technical training, and/or work experience is required.
- 2 years of relevant experience with interoperability & implementation experience, with working knowledge of Health IT standards such as FHIR, SNOMED CT, LOINC, etc. is required.
- Certification in HL7 or FHIR is an added advantage.
- Understanding of IT development tools, such docker and containerization is an added advantage.
- Experience with cross-community IHE profiles is required.
- Project management experience preferably in health IT is highly desirable.
- Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.
