The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress, and prosperity in the region. It was proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their 27th Summit in November 2015, calling the ASEAN Community to work towards building a community that is politically cohesive, economically integrated and socially responsible.

In 22 November 2015, ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia adopted the ASEAN Socio-Cultural Community (ASCC) Blueprint 2025. The ASCC Blueprint 2025 serves as the strategy and planning mechanism of the ASCC in developing and strengthening coherent policy frameworks and institutions to advance human development, social justice and rights, social protection and welfare, environmental sustainability and ASEAN awareness, and to narrow the development gap.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of ASEAN, with the basic function of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities, and envisioned to be the nerve center of a strong and confident ASEAN Community.

The ASEAN Secretariat regularly monitors the progress of the ASCC Blueprint 2025 implementation along its key results areas and corresponding strategic measures. An ASCC Database for Monitoring and Evaluation System (ADME) will be established to further support the collection and measurement of the Blueprint’s indicators and socio-cultural indicators relevant to ASCC.

In alignment with the Kuala Lumpur Declaration on ASEAN 2025, and key aspirations of the three pillars; ASEAN Political-Security Community (APSC), ASEAN Economic Community (AEC) and ASEAN Socio-Cultural Community (ASCC), supported by the Department of Community and Corporate Affairs (CCA), the ASEAN Secretariat is seeking qualified Indonesian citizens or ASEAN Nationals who are currently residing and recruited in Indonesia for the position of Officer for ASEAN Socio-Cultural Community Database for Monitoring and Evaluation (ADME) System.

**Responsibilities**
- This position is a project staff under the ASCC Analysis and Monitoring Directorate (AMD) of the ASCC Department. Reporting to the Head of ASCC Monitoring Division, the Officer shall be responsible for assisting the ASCC Monitoring Division in technical designing, establishing and implementing the ADME System.
- Closely liaise and coordinate monitoring and evaluation activities including data collection with relevant stakeholders
- Assist in the coordination of the programme’s M&E approaches, methods and activities with relevant stakeholders (e.g. SOCA and ASCC Sectoral Bodies through the relevant divisions of ASEAN Secretariat);
- Coordinate and liaise with government officials and other counterparts on planning and management of integrated monitoring and evaluation systems;
- Support the assessment of data quality and activities of implementing agencies and ensure feedback to better improve systems and data quality;
- Ensure identification of relevant outcome / KRA themes, and possible issues or challenges that could delay or impede accomplishment of Blueprint targets;
- Liaise with project and research partners on data collection methodologies and research related interventions or initiatives;
- Assist in the preparation of the subsequent phases of the project.

- Spearhead data management including analysis, visualization and presentation of data received from stakeholders;
- Ensure regular and/or periodic collection of all relevant data necessary for project implementation and the M&E system;
- Conduct data cleaning, consolidation and validation of gathered data necessary for the M&E system;
- Assist in the sharing of collected data to other relevant staff and assist in reporting to SOCA;
- Perform Regional Administrator function with the M&E system related to data collection and analysis;
- Assist in the establishment of data flow within the ADME system;
- Assist in the development of databases of programmes and partners;
- Assist in timely preparation and submission of required projects reports;
- Data entry of collected, cleaned and validated data provided by sub-recipients into the ADME database;
- Develop data visualization and presentation based on the data needs and reporting requirements of the ASCC Monitoring Division
