**Overview**

This is a long-term position based in Jakarta, Indonesia, expected to start in mid-2025.

The DCOP will work closely with the Chief of Party (COP) to ensure overall achievement of project objectives and work plan development, implementation, and monitoring. The DCOP will be responsible for the overall financial, contractual, operations, and administrative aspects in the activity office. The position reports to the Chief of Party and serves as alternate COP as needed and appropriate.

**Responsibilities**:

- Support the COP in program planning and coordination and in the oversight of work plan implementation.
- Provide oversight of the activity team’s finance and operations, including administration, human resources, procurement, subcontractor management, consultant contracting, office management, and logistics support.
- In coordination with the COP and the US-based team, develop and maintain procedures for operations, procurement, personnel systems, and monitoring and analyzing project budget execution, in accordance with USAID’s and Panagora’s policies, regulations, and rules.
- Coordinate within the activity team to ensure adequate and timely recruitment of short-term technical consultants, subcontractors, and procurement actions needed to deliver requested tasks. Oversee these actions to ensure their execution complies with Panagora policies and procedures and with applicable provisions of the activity contract and USAID regulations and guidance.
- Under the leadership of the COP, participate in internal and external planning and reporting meetings to understand, plan, and account for resources to deliver on contract requirements.
- Supervise the activity operations team, completing annual performance reviews and providing mentorship and guidance.
- Report any performance and contractual issues to the COP as soon as they occur.
- Work with the COP to develop a positive working environment for all staff members.
- Serve as alternate COP in their absence, as needed and appropriate.
- Other duties as assigned by the COP.

**Qualifications:
- Master’s degree in international development, social science or a related field required.
- At least ten (10) years of experience working in leadership positions on USAID-funded projects, preferably including experience in Southeast Asia
- Master’s degree in management, financial management, business administration or related field required.
- At least 10 (ten) years of experience in project operations, including financial and budget planning, management, and monitoring for USAID-funded projects.
- Minimum of 7 (seven) years of supervisory experience, managing staff and leading teams.
- Demonstrated experience in human resources, recruiting, staff management, and other human resource responsibilities, and procurement, in compliance with Indonesian labor laws and USAID regulations.
- Capacity to manage operations in a multicultural environment and provide excellent client services to successfully deliver requested tasks.
- Demonstrated ability to manage a highly skilled, interdisciplinary team.
- Demonstrated ability to effectively collaborate with local professionals, partner organizations, vendors, and service providers in Indonesia.
- Fluency in written and spoken English is required, knowledge of Bahasa Indonesia is a plus.
