Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to the development of a more sustainable, equitable and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India.

In Indonesia, air quality issues are most severe in the Greater Jakarta area, known as Jabodetabek, which encompasses districts and cities across Banten, Jakarta, and West Java provinces. Addressing this a complex and multi-layered challenge that requires accurate data, political will, and strong partnerships. Therefore, to support informed and purposeful decision-making, science-based evidence is required. Clean Air Asia is implementing studies aimed at strengthening the evidence base for air pollution mitigation in Indonesia. Two ongoing initiatives require additional technical support for data collection, compilation, processing, and preliminary analysis under Clean Air Fund and ViriyaENB.

The first initiative focuses on profiling emissions from Micro and Small Enterprises (MSEs) and other relevant small scale industrial activities. The study aims to better understand their activity characteristics, energy consumption, emission sources, and potential emission reduction opportunities, including information that can support the development of appropriate financing mechanisms.

The second initiative assesses the potential air quality and health benefits of electric truck adoption in Indonesia. The study will establish baseline freight activity and emissions, with particular attention to PM2.5 and black carbon (BC), and develop the data required to assess different electric truck adoption scenarios. The study may include selected freight corridors or regions in Kalimantan, Sulawesi, and Nusa Tenggara.

II. OBJECTIVE

The Air Quality Researcher (Consultant) will be engaged to support the development of datasets and technical analysis required for profiling emission from MSEs and assessing air quality and health benefits of electric truck adoption in Indonesia.

III. RESPONSIBILITIES AND SCOPE OF WORK

In coordination with the Air Quality and Climate Lead, the consultant shall carry out activities as detailed below. However, these are not exhaustive as there may be changes depending on the project scope and approach as discussed and agreed upon with Clean Air Asia team.

  • Conduct primary and secondary data collection to support project activities
  • Compile activity data, emission data, and other relevant information from government, industry, literature, field surveys, and other available sources
  • Review and identify appropriate emission factors and methodologies for emission estimation
  • Support data cleaning, processing, quality checking, and identification of data gaps
  • Support emission calculations and preliminary analysis where required
  • Support the development and application of LEAP models, including preparation of input data, baseline conditions, and emission reduction scenarios.
  • Coordinate with project partners and relevant stakeholders for data collection and verification
  • Provide technical inputs for project reports, presentations, and other project outputs.
  • Formulate a project report respective to the deliverables of the project.
  • Perform other roles and tasks in relation to the project.
  • Support the implementation of other projects under Clean Air Asia’s Policy, Research, and Outreach Program as assigned by the Indonesia Director.

IV. ELIGIBILITY REQUIREMENTS AND CRITERIA

  • A bachelor's degree in environmental engineering, environmental management, physical sciences, atmospheric sciences, or other similar disciplines
  • A minimum of three (3) years of relevant working experience in air quality management
  • Able to analyze and quantify air pollution levels and greenhouse gas (GHG) emissions from development projects
