Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced reproductive justice and access to care for women and girls in Indonesia.

Position Purpose

The Monitoring, Evaluation, Research, Learning, and Adaptation (MERLA) Specialist plays a strategic role leadership in assuring accountability and strengthening the quality of project delivery, reporting, research, and learning at Yayasan IPAS Indonesia. She/he will directly contribute to the design of monitoring and evaluation system, learning and accountability, research activities and the availability of result and performance data across Yayasan IPAS Indonesia's program and project. This will support evidence-based decision making, foster continuous learning, and enable documenting the most significant change.

She/he will be a key focal point for close collaboration with the Program Unit Team at Yayasan IPAS Indonesia, providing support in the design and implementation MEL activities.

This position reports to MERLA Team Leader/Advisor.

Summary of Responsibilities

Monitoring and evaluation system:

  • Collaborate with MERLA Team Leader to develop and implement the activity monitoring, evaluation and learning plan (AMELP) for the projects in line with Yayasan IPAS Indonesia's strategic planning and programmatic strategy and project theory of change (TOC).
  • Developed indicator reference documents with standardized methodologies for measuring indicators.
  • Collaborate with the MEL Officer to develop protocols, tools, and systems for both routine and non-routine data collection tailored to specific intervention and in line with the indicator reference.
  • Ensure data quality of all the project is reported into Terra (Ipas global database)
  • Support the development of performance monitoring frameworks, including the performance indicator tracking table, baseline and target.
  • Contribute MEL inputs to support the development of proposals and programmatic initiatives
  • Support program evaluations to help assess how well programs are working and identify areas for improvement

Learning

  • Collaborate with MERLA Team Leader and Deputy Director - Program to develop and facilitate a structured learning agenda, integrated into quarterly, semi-annual, and annual meetings. At minimum, the learning agenda will serve to review the progress and performance of project activities, while also providing space for reflection, adaptation, and continuous improvement.
  • Support the data analysis, review and interpretation of data (quantitative and qualitative) to generate insights and promote learning
  • Share learning across projects and Program teams for adaptations, improvement, and accountability

Communication and capacity building

  • Collaborate with the Communication Officer and Project Coordinator to provide input for identifying success stories and developing stories of change.
  • Liaise with other units within Yayasan IPAS Indonesia and Ipas global network to ensure proper coordination is maintained as needed
  • Provide training and support to the program team as needed to help them carry out MEL activities.

Reporting

  • Ensure the usage of evidence-based quantitative and qualitative analysis in line with the reporting requirements for projects
  • Provide support in the preparation of both project-specific reports and reports required by the global Ipas Impact Network, particularly during the annual reporting period, in accordance with organizational standards and donor requirements. This includes data and narrative inputs.

Research

  • Collaborate with MERLA Team Leader and Deputy Program Director to design and implement applied research initiatives
  • Develop research tools (e.g., surveys, interview guides, focus group protocols)
  • Ensure the quality of the data collection, data verification, and data cleaning process
  • Conduct data analysis using appropriate statistical or qualitative analysis methods.
  • Support the documentation and dissemination of findings through reports, case studies, briefs, presentations and contributing to peer-reviewed journal articles.
  • Ensure ethical standards and gender-sensitive approaches are integrated into all research activities

Finance:

  • Understand and comply with the Finance regulation in Yayasan Ipas Indonesia for all the activities

HR & Administration

  • Understand and comply with the HR regulation in Yayasan Ipas Indonesia
  • Collaborate with other teams in Yayasan IPAS Indonesia
  • Ensure all activities comply with the regulation in Yayasan Ipas Indonesia

Ethics

  • Understand and practice ethical process and behavior as per the organization's standard
  • Contribute to safe working environment where every team member is treated equally and respectfully
  • Ensure external consultant understand and practice ethical process and behavior while in partnership and implement program with Yayasan Ipas Indonesia

Other

  • Perform other related duties as required

Internal & External Customers / Suppliers as well as Third Parties 

  • Represent Yayasan IPAS Indonesia and overall program interests at local, national and regional meetings, workshops and conferences as needed
  • Act as a liaison to Indonesian government partners as needed
  • Collaborate with unit advisors, managers, project coordinators and officers on planning of the M&E strategic plan implementation
  • Ensuring all projects activities and its external partners comply with Yayasan Ipas Indonesia's branding strategy and design
  • Maintain mutual relationships with government partners, and other stakeholders in comprehensive health care, contraceptive care issues through representation of Ipas's mission to uphold women's and girls' rights to quality SRH

Position Requirements

  • Bachelor's degree in social science or public health. Master's degree is an advantage
  • Minimum of 5 years of proven experience managing and implementing MERLA activities in public Health program,
  • Have experience in developing theory of change and MEL plan
  • Have experience in qualitative data collection, including participatory approaches in qualitative methods such as Most Significant Change (MSC).
  • Strong quantitative skills, including demonstrated ability in data collection, data management, analysis (using statistical analysis computer packages) and presentation of quantitative data.
  • Competent in using Microsoft Office package, particularly Word, Excel, and Power Point, and with experience using databases, data visualization and data analysis software.
  • Experience in developing and designing research protocols, tools and questionnaire, ethics and compliance (IRB) and writing reports
  • Strong verbal and written communication skills in English
  • Well-organized, with ability to track multiple projects and deadlines
  • Strong interpersonal skills and the ability to work successfully in a cross-cultural environment
  • Ability and willingness to travel domestically and regionally
